Pollution prevention and control policy of beverage and wine manufacturing industry
First, general rule
(1) to carry out the laws and regulations of the People's Republic of China environmental protection law, the clean production promotion law of People's Republic of China, control the environmental pollution, improve the environmental quality, standardize the pollution control and management of the beverage and wine manufacturing industry, lead the technological progress of the beverage and wine manufacturing industry and pollution prevention and control, and promote the drinking. The green and low carbon cycle development of liquor making industry has formulated the technical policy.
(two) this technology policy refers to alcoholic beverages including liquor, beer, wine and fruit wine, and yellow rice wine (including brewing wine):
Liquor manufacturing refers to the production process of distilled liquor, which takes grain grain as the main raw material and uses Daqu, Xiaoqu or bran koji and bran yeast as saccharifying and fermenting agents to make distilled liquor by cooking, saccharifying, fermenting and distilling.
Beer manufacturing refers to the production process of fermented wine produced by yeast fermentation, which contains malt and water as the main raw material, and is fermented by yeast fermentation, which contains carbon dioxide and can form foam, and does not include the production process of beer malt and hops.
The manufacture of wine and fruit wine refers to the production process of fermented wine with fresh grapes (fruit) and grape juice (fruit juice), which are fermented all or partially, with a certain wine precision.
The manufacture of yellow rice wine refers to the production of fermented wine by cooking, saccharifying, fermenting, pressing, filtering, decocting wine and storing the rice and millet as the main raw materials.
(three) the technical policy is a guiding document to provide technical guidance for the policy making, environmental management and pollution prevention and control of environmental protection related industries in the beverage and wine manufacturing industry.
(four) the pollution prevention and control of beverage and wine manufacturing industry should follow the principle of reducing, resource and harmless, adopting the whole process of comprehensive pollution prevention and control in the whole process of source control, production process emission reduction, waste resource utilization and end treatment, and strengthen process cleaning and recycling of resources.
(5) Encourage the use of automatic control systems and production monitoring systems in the production process, install metering devices at each water node, and strengthen water consumption monitoring.
(six) actively implementing cleaner production technologies and processes throughout the industry to meet the basic requirements of cleaner production in the industry.
Two, source and pollution prevention and control in production process
(1) source control
1. Wine and wine manufacturing industry should pay attention to the construction of raw material production base, promote appropriate cultivation methods, reduce and control the use of pesticides and fertilizers. Encourage the use of drip irrigation and other water-saving irrigation technology, encourage the use of this enterprise to deal with the standard of waste water for irrigation.
2. The pollution control of raw materials storage and transportation should be strengthened in liquor, beer and yellow rice wine manufacturing industry, and the raw materials should be stored in standardized storage and sealed transportation.
(two) pollution prevention and control in the process of production
1. liquor manufacturing industry
(1) encourage the distillation cooling system to replace water cooling with air-cooled and reduce water consumption.
(2) to improve the reuse rate of water for production. The cooling water used for distillation should be closed and recycled, and the bottle washing water can be recycled after being purified separately.
(3) Encourage the grain steaming workshop to install gas collection and exhaust system to realize centralized collection, treatment and discharge of waste gas in the process of grain steaming, distillation and stall drying.
(4) The crushing workshop should be propelled to adopt new pulverizing equipment with high power and low energy consumption, and to install efficient dust removal equipment and noise reduction system.
2. beer manufacturing industry
(1) encourage wort filtration to use dry distiller's grains technology, improve the comprehensive utilization rate of wheat grains, reduce water consumption and water pollution load.
(2) it should be equipped with thermocoagulant, waste yeast, waste diatomite recovery system, recycling and reusing useful substances in solid waste, and reducing the pollution load of comprehensive wastewater.
(3) recovery of carbon dioxide should be more than 85% in the fermentation process.
(4) encourage the use of new filtration technology such as cross flow membrane filtration instead of diatomite filtration technology.
(5) to strengthen the recycling of low concentration process wastewater such as cooling water and flushing water, and improve the water reuse rate.
(6) high efficient on-line cleaning CIP (in situ cleaning) technology should be adopted to reduce the water intake by adjusting the formula of cleaning liquid, subsection flushing, optimizing the CIP process and improving the cleaning equipment.
(7) wort cooling should use one or more stages of heat recovery technology for cooling malt juice to reduce energy consumption and water consumption.
(8) the boiler should be equipped with two steam recovery systems. Encourage the use of low-pressure dynamic boiling and other new energy-saving boiling technology.
3. wine and fruit wine manufacturing
(1) encourage the use of enzyme technology to process raw materials and improve the juice yield of wine making materials.
(2) encourage enterprises with brandy to recycle distilled residue and reduce the pollution load of waste water.
(3) the slag and waste diatomite collection system should be equipped to reduce the pollution load of the wastewater.
(4) encourage the use of centrifugal filtration and other technologies to deal with wine mud and wine feet, and increase the yield of wine.
(5) encourage the use of new type of filtration technology such as cross flow membrane filtration.
